BluePoint facilititated an internal and external planning process to redraft the Existing Buildings Energy Efficiency Action Plan (EBEE Action Plan). BluePoint worked closely with Energy Commission staff, the Commissioner in charge, stakeholders and external advisers to revamp the plan, revise the goals, develop clear objectives and establish more market oriented strategies and outcomes. The EBEE Action Plan provides a 10-year framework for state and local governments, the building industry, real estate, appraisers and financial market actors and other key stakeholders to address key policy and market barriers to achieve long-term energy and water efficiency in residential and commercial existing buildings.
